The article is of recapitulative nature. Modern studies carried out within the framework of the concept of restrictions are presented. The emphasis is on the analysis of the study of the heads of budgetary organizations: education, culture, health care. The results of the comparison of managerial competencies of heads of budgetary and private organizations are given. The characteristics of personal limitations in the implementation of managerial activities of women heads of cultural institutions are described.
