The article presents the substantiation of the features of the formation of a modern leader in different conditions for the manifestation of personal and professional qualities and the influence of socio-economic factors of the external and internal environment. The data of the study are presented, which made it possible to substantiate the trends of interregional labor migration, its age and gender composition on the example of the subjects of the Russian Federation, which include cities with a population of «million people» as a concentration of managerial, administrative resources, for which the development and implementation of ESG-factors of corporate governance takes place taking into account changing environment, factors and goals of sustainable development, including for implementation in the public management system to improve the efficiency of decisions.
