Abstract
A review and analysis of domestic research, affecting the problems of the work of project teams, is presented. In addition to the traditional issues related to the tasks of forming teams, assessing the effectiveness of their activities, motivating participants, etc., attempts were made to consider relatively recent topics, for example, the formation and management of Agile-teams, the use of Scrum-methods, the possibilities of Agile-coaching, etc., including in public authorities. The review depth is 6 years (2016-2021).
Abstract
The article presents the results of a study of ways to improve the efficiency of the use of regional personnel competitions for the formation of management teams that ensure the implementation of national projects. It is shown that open regional personnel competitions are currently not sufficiently evaluated as an effective tool for selecting regional project teams. The ways of increasing the efficiency of the use of regional personnel competitions for the formation of management teams that ensure the implementation of national projects are proposed in this article.
Abstract
The article presents the substantiation of the features of the formation of a modern leader in different conditions for the manifestation of personal and professional qualities and the influence of socio-economic factors of the external and internal environment. The data of the study are presented, which made it possible to substantiate the trends of interregional labor migration, its age and gender composition on the example of the subjects of the Russian Federation, which include cities with a population of «million people» as a concentration of managerial, administrative resources, for which the development and implementation of ESG-factors of corporate governance takes place taking into account changing environment, factors and goals of sustainable development, including for implementation in the public management system to improve the efficiency of decisions.
Abstract
The article presents the results of the problem-analytical session «Personnel Service: development opportunities», held on May 12-13, 2022 by the Graduate School of Public Administration (GSPM) of the RANEPA. The event focused on exchanging views and forming common ideas about the most significant, key problems in the field of personnel management in the civil service.
Abstract
The article considers the possibility of improving the assessment of civil servants based on a holistic approach. It is shown that the assessment should be carried out at the level of personality, activity and behavior, and the content of the assessment can be not only qualification requirements, competencies and personal and professional qualities, but also competence, motivational and value sphere, individual resources, talents, potential, behavior and reputation, as well as performance results and achievements.
Abstract
The article presents the results of a study of the ideas of the subjects of the educational process about the programs of additional professional education for state civil servants. It is shown that differences in ideas about the criteria for choosing and evaluating the quality of these programs, the goals of training in such programs, and the needs for educational programs of a particular format are due to the subjective position of participants in the educational process. At the same time, the similarity of experts’ views on the main results of the passage of additional professional education programs by state civil servants was revealed.
Abstract
In order to educate and develop the patriotic qualities of a person, increase cognitive activity and the level of knowledge of children on the history of their homeland, an Interregional gathering of young sailors was held in Kostroma. The organizers took the dialectic «state - quality - property» as a basis for their work. The article presents the experience of implementing of forms and methods of civil-patriotic education through the inclusion of the cognitive, emotional and activity spheres of the individual. The result of the meeting: the foundations of the value attitude of children to the history of the Motherland, a sense of pride for their nation were formed. The participants received new knowledge on the history of the Solovetsky Jung school, were involved in active research and popularization activities.
