The theses explore the problem of simulations and descriptions of main communicative competences, which characterize the linguistic identity of a manager working in public administration systems. The study was carried out on the basis of a competency-based approach. The purpose of the study is to improve the methods of professional and personal assessment of civil servants in terms of defining a system of indicators that measure the level of communicative proficiency of managers. Consequently, a due system of indicators was worked out to measure the level of communicative competences of the linguistic identity of a manager in the field of public administration.
