Abstract
Purpose of the study: to reveal the nature of the relationship between hardiness (S. Muddy) and dominant state (L.V. Kulikov). The PSS-10 scale of perceived stress was also used for triangulation. The experimental study was conducted on a group of 120 subjects. As a result of the study the hypothesis that hardiness can be a predictor of the state of employees in crisis and uncertainty was confirmed. The program of development of employees’ resilience is also proposed.
Abstract
The theses explore the problem of simulations and descriptions of main communicative competences, which characterize the linguistic identity of a manager working in public administration systems. The study was carried out on the basis of a competency-based approach. The purpose of the study is to improve the methods of professional and personal assessment of civil servants in terms of defining a system of indicators that measure the level of communicative proficiency of managers. Consequently, a due system of indicators was worked out to measure the level of communicative competences of the linguistic identity of a manager in the field of public administration.
Abstract
The article examines the productivity of the use of psychobiographic analysis in the diagnosis and assessment of value and career orientations of managers of the public administration system based on empirical research. Based on the analysis of the data obtained, it is shown that the differences in socio-psychological characteristics inherent in the variants of answers to biographical questions determine the differences in the severity of certain value and career orientations and the formation of a certain value profile. Using the example of the results of the analysis of the relationship of value and career orientations with such facts of the biography of the leaders of the public administration system as the informal position they held at school and the age of the beginning of their managerial career, the specificity of psychobiographic analysis as a diagnostic and evaluation method that allows identifying deep socio-cultural factors of the formation of a particular value and career orientation and based on a value profile of the facts of the biography and make a forecast about the direction in making managerial decisions.

The theses present the results of a study of the technology for identifying the personal interest of authorized persons in procurement, which leads or may lead to a conflict of interests and the procedure for forming the profile of an authorized person.

The participants of the round table discussion – experts from the Faculty of of Evaluation and Development of Managerial Human Resources of the Graduate School of Public Management of the RANEPA expressed their opinion on the content of the concepts of «resources» and «potential», the specifics of diagnosing resources and potential, understanding the essence of the processes and goals of diagnosis and assessment, discussed the most important problems in the field of diagnosis and assessment of resources and potential of the individual, as well as prospects the development of this area of psychological practice.
