The article presents a basic model of the competencies of heads of public authorities, as well as the results of empirical research confirming the validity of this model. Based on the empirical data obtained, the division of managerial competencies into cross-cutting and differentiating ones is justified in relation to management levels. The model can be proposed for wide application not only across the entire system of the state civil service, but also in the system of public authorities both in relation to state and municipal employees, as well as persons holding state or municipal positions, as well as in relation to the management personnel of organizations subordinate to the authorities.
