Abstract
The main content of the research is to determine the conditions and events of personal, professional, managerial activity in the ongoing social and economic processes. As a result of the analysis, the author demonstrated the transformation of typical internal processes of self-development from personal growth at the beginning of constructing a life trajectory to professional growth and development, which are largely influenced by economic and environmental factors of the near and distant environment, which are in a certain connection with global trends in development of technologies and priorities of demand for professional skills and abilities.
Abstract
The article discusses modern approaches to understanding personal resources. The substantial characteristics of a person’s resource potential are revealed, the meaning and role of its value-semantic components are substantiated. The models of the value-semantic components of the resource potential are analyzed and the main patterns of their development are highlighted. The conclusion about the priority of providing psychological conditions for the productive formation of value-semantic components of resource potential is substantiated. The use of narrative methods and techniques in professional education and in the practice of personal and managerial counseling is proposed as a tool to ensure such conditions.
Abstract
The article analyses the results of the study of the relationship between hardiness, self-compassion and professional self-esteem of specialists in socionomic professions. The results of empirical research on a sample of 55 specialists of socionomic professions served as the material for analysis. The following methods were used: «Hardiness Survey» by S. Muddy, «Self-Compassion Scale» by K. Neff and «Professional Self-Relationship Questionnaire» by Karpinsky K.V., the method «Compassion Fatigue/Satisfaction Self-Test» by C. Figley, B. Stamm. It is concluded that there is a high level of internal conflict in professional self-attitude among all respondents, which is manifested in high levels of self-abasement and self-blame in the profession. A strong direct correlation was found between the level of emotional stability and positive professional self-attitude.
Abstract
The article presents an overview of foreign studies on the problems of involvement as a socio-psychological phenomenon. The analysis of basic approaches to the definition of the concept of «involvement» has shown that in different approaches, when setting the boundaries of this concept, the attention of researchers is focused on the differences in the content of the concept of «involvement» from the content of related concepts («organizational commitment», «loyalty», «satisfaction», «passion», etc.). The analysis of these differences, in turn, makes it possible to identify the features of involvement as a psychological state and behavior. The analysis and generalization of the researchers’ views on the construct itself and its relationship with related concepts allowed us to formulate the prospects for studying involvement as a socio-psychological phenomenon.
Abstract
The article presents the results of an analysis of existing methods for diagnosing work motivation in terms of their advantages, limitations and possibilities of application in public service. The analysis showed that all the diagnostic techniques included in the review, for all their advantages, to one degree or another do not meet the general and special quality criteria of diagnostic tools and cannot be used in the assessment of labor motivation of candidates for vacant positions in public administration and current civil servants.
Abstract
The article presents a basic model of the competencies of heads of public authorities, as well as the results of empirical research confirming the validity of this model. Based on the empirical data obtained, the division of managerial competencies into cross-cutting and differentiating ones is justified in relation to management levels. The model can be proposed for wide application not only across the entire system of the state civil service, but also in the system of public authorities both in relation to state and municipal employees, as well as persons holding state or municipal positions, as well as in relation to the management personnel of organizations subordinate to the authorities.
Abstract
The article substantiates the need of the authorities to involve citizens in public administration. To do this, the population must have a new personality quality – citizenship, the task of educating which has already been set in decrees, instructions from the President of the Russian Federation and federal laws. It is proposed to use system engineering approaches to build civic education systems. To do this, it is first necessary to define the concept of «citizenship», since in public administration the use of unsettled, ambiguous terms and categories of an evaluative nature is defined as legal and linguistic uncertainty and qualifies as a corruption factor.
Abstract
Within the framework of system approach the theoretical basis of application of elements and tools of artificial intelligence (AI) in management of development of public civil servants’ competences profession, as well as in professional managerial activity is considered. The primary models of the subject area «artificial intelligence» are presented, oriented on disclosure of goal-setting, theoretical basis, technologies and applied aspects of application of artificial intelligence in the sphere of public administration. The elements of the system approach to the use of artificial intelligence within the framework of the considered direction are considered. The tendencies of using AI artificial intelligence in the educational process of training and retraining of employees of state bodies taking into account active application of situational modeling techniques in public administration processes are recorded.
