The article substantiates the need of the authorities to involve citizens in public administration. To do this, the population must have a new personality quality – citizenship, the task of educating which has already been set in decrees, instructions from the President of the Russian Federation and federal laws. It is proposed to use system engineering approaches to build civic education systems. To do this, it is first necessary to define the concept of «citizenship», since in public administration the use of unsettled, ambiguous terms and categories of an evaluative nature is defined as legal and linguistic uncertainty and qualifies as a corruption factor.
