The issues of personnel policy in public authorities at the present stage of the development of Russian statehood are becoming particularly relevant and important. The implementation of the principles of consistency in the management of personnel processes, the elimination of existing gaps in the field of professional development and the formation of opportunities for career transitions from one type of service to another is inextricably linked with the justification of new methodological principles and technological solutions. Of particular importance is the development of common systematizing and classifying grounds for structuring a single space of personal, professional and career development. In the article, the author defines the conceptual foundations for the formation of a career space based on a resource-based personality-oriented approach, substantiates the limitations of an exclusively vertical consideration of a managerial career, and reveals the possibilities of practical application of the classifier of positions for managing the personal, professional and career development of managerial personnel.
