Professional development through the lens of civil servants’ opinions
The article examines the current state and trends of the system of professional development of government civil servants. It is shown that the issues of qualitative characteristics of the personnel of public authorities, the development of professionalism and competence of employees are inextricably linked with the possibilities of institutional development of the state and municipal administration of the Russian Federation in the interests of citizens and the country. Based on the analysis of key megatrends related to the ongoing social changes, transformations in the labor market, and in the education system, new requirements for the professional development system of employees at the present stage are highlighted. Based on the analysis of the results of the sociological research, the peculiarities of employees’ and managers’ perception of problematic issues and promising areas of their personal and professional development, allowing them to increase the level of maturity of the system of professional development of civil servants, are described. It is proved that in the context of the maturity level, it is fundamentally important to implement a systematic approach to the professional development of the personnel of the public authority system in a single logic and the need to ensure the principles of complexity, integrity, continuity and flexibility, taking into account changing contexts. It is shown that the development of the system itself should be based on the principles of proactivity of all subjects, strategic orientation, balance, human-centricity and expansion of opportunities for individualization of educational trajectories.
