The article analyzes approaches to assessment, touches upon the problems of inefficiency of personnel policy in the state civil service. The substantiation of the direction, which allows to increase the level of maturity of the assessment system at the present stage, is given. The authors note the risks of using irrelevant and unreliable assessment tools, which ultimately reduces the quality of personnel decisions and personnel policy in general. The development of the assessment system in the state civil service is associated by the authors with a clear definition of the subject of assessment, the balance of the centralized and variable stages of assessment, ensuring the reliability, validity, relevance and “licensed” purity of the used tools for assessment.
